Plaque found on a riverside walk near and to the east of Blackfriars bridge London, all I saw was a glimpse of bright blue through the foliage, pinning back the plants I took the photo and replaced the foliage as it was.

I can see why the vivid blue caught your eye. I read the wiki link in its entirety - quite a lot of history took place on that site. I'm always fascinated to learn about all the different events that occur on the same piece of property over the ages.
