Why do people do this? Thousands walk past this week in week out and do nothing, this amount of rubbish takes weeks to accumulate and it is left stinking, less than half a mile for Kingston upon Hull City centre!

Dereliction over 6 years in City Of Culture 2017
Not everything is beautiful culture in Kingston upon Hull the City of Culture 2017, resident have had to live with this for 6 years, and its well known to the council and MPs. Question is, will anything be done?
